Muhammad Saleem

Head of Steel Plant

Muhammad Saleem brings over three decades of distinguished leadership in steelmaking, continuous casting, and plant development to Al Tilal Steel. As the head of steel melt shop, he plays a pivotal role in overseeing steel production strategy, metallurgical quality, and technological advancement at the heart of Al Tilal’s manufacturing process.

Prior to joining Al Tilal, Mr. Saleem served for twenty-seven years at Peoples Steel Mills in Pakistan (The country’s largest steel mill), one of the region’s most established producers of alloy and special steels. There, he rose to the position of General Manager Production, leading critical operational units including the Melt Shop, Continuous Casting Machine (CCM), and Health, Safety and Environment (HSE) divisions. His work spanned technical design, production planning, commissioning, and large-scale revamp projects that significantly increased output, yield, and quality. He also managed product development for over 300 steel grades, including tool steel, stainless steel, high-carbon steel, and gun barrel alloys.

Mr. Saleem was responsible for the end-to-end execution of complex equipment installations, including a two-strand bloom caster from VAI Pomini, the revamp of induction furnace operations, and the successful commissioning of casting lines in collaboration with VIA Austria and Ramon Science and Technology. His hands-on metallurgical leadership extended to the development of calcium treatment protocols, optimization of tundish flux compositions, and process control in vacuum degassing and ladle refining operations. He introduced cost-saving innovations by sourcing and customizing Cu-Mold tubes and played a leading role in the redesign of casting geometries for enhanced flexibility across multiple strand sizes.

His dedication to safety is equally notable. At Peoples Steel, he established SOPs for HSE systems, led operator training initiatives, introduced digital reporting systems, and improved the overall safety culture across departments. He also served in a parallel capacity as Acting Director for Admin and HR, overseeing performance management for a workforce of over 1,500 employees and implementing strategic reforms in workforce planning, training, and welfare operations.

Earlier in his career, Mr. Saleem worked on the Saindak Copper Gold Project under the Government of Pakistan and MCC China, where he was involved in plant erection, smelting operations, and commissioning of major equipment for copper and gold processing. He also completed technical training in China and Poland, giving him a truly international foundation in heavy industry operations.

Mr. Saleem holds a Bachelor of Engineering in Metallurgy from NED University of Engineering and Technology, Karachi. He is fluent in English and Urdu, highly proficient in production management software and ERP systems, and is known for his practical leadership, metallurgical depth, and commitment to operational excellence.

At Al Tilal Steel, Muhammad Saleem leads with a rare combination of technical mastery and strategic foresight, ensuring that every cast produced meets the highest standards of quality, consistency, and reliability.
