“There is barakah (a multitude of blessings) in industry, when it uplifts people, it carries both purpose and reward.” Mian Muhammad Sharif, Founder

Building Steel – Building Saudi Arabia.
At Al Tilal Steel, local empowerment is not an initiative but a foundational commitment. From sourcing raw materials within the Kingdom to developing Saudi talent for the future of industry, we are building more than steel products; we are strengthening the national fabric. Every billet and bar that leaves our facility carries the impact of local jobs, local knowledge, and local value creation. Our approach to local empowerment supports Saudi Vision 2030’s national transformation goals, with measurable contributions in workforce Saudization, SME engagement, infrastructure support, and knowledge transfer.
Our Contribution to Local Empowerment

Workforce Saudization and Skill Development
We actively employ and train Saudi nationals across all departments operations, maintenance, safety, quality control, logistics, and administration. Through structured onboarding, technical upskilling, and performance-based advancement, we are building a generation of industrial professionals from within the Kingdom.

Support for Saudi-Owned SMES
Our procurement strategy is designed to boost local enterprise. We partner with Saudi SMEs for scrap collection, logistics, maintenance, security, and general contracting services. These long-term partnerships contribute directly to the national objective of increasing the contribution of SMEs to GDP.

Contribution to National Infrastructure
We proudly supply Saudi government megaprojects, including NEOM, King Salman Park, The Line, and other strategic developments. By delivering high-quality rebar and billet produced entirely in the Kingdom, we reduce foreign reliance and support domestic infrastructure from the ground up.

Industrial Knowledge Transfer
We invest in industrial knowledge-building within the Kingdom by hiring local technical consultants and developing in-house training manuals that comply with Saudi regulatory standards. As we expand into special steel production, we are actively creating local technical expertise in high-value metallurgical processes.

Local Job Creation Through Expansion
With the launch of our special-steel division, Al Tilal Steel will create new employment opportunities in production, quality assurance, laboratory testing, logistics, and export management, all based in Saudi Arabia. This directly supports job diversification and industrial upskilling under Vision 2030.

Alignment with Education and Vocational Programs
We support the Human Capability Development Program by recruiting graduates from local technical institutes and training them in industrial roles. Our long-term plan includes formal apprenticeship partnerships and internships tailored to Saudi youth entering the manufacturing sector.
Closing the Loop: Circular Industry for Saudi Arabia
At Al Tilal Steel, empowering the Kingdom means protecting its resources for future generations. Our operations are designed around a circular model, where value is recaptured, waste is minimised, and industrial inputs are reused within the local economy. This strengthens not only sustainability but national resilience. We operate one of the few facilities in the region that produces steel exclusively from 100% domestically sourced scrap, avoiding the need for virgin materials and minimising transport-related emissions. In doing so, we support the Kingdom’s recycling sector and reduce landfill pressure by returning waste materials to productive use.
Our commitment extends to responsible slag handling through certified local recyclers, and our ongoing investment in slag processing technology aims to unlock new avenues for secondary material use in construction and infrastructure.
This closed-loop approach allows us to:
- Support Saudi recyclers
- Keep industrial value within national borders
- Contribute to Vision 2030’s goal of a sustainable, circular economy
We don’t just create steel for Saudi Arabia, we recycle it, recover it, and rebuild it, again and again.

This cross-border commitment reflects a simple but powerful belief passed down by our founder:
“There is barakah (a multitude of blessings) in industry, when it uplifts people, it carries both purpose and reward.”
A Legacy of Empowerment Beyond Borders
Long before Al Tilal Steel was established in Saudi Arabia, our founder, Mian Muhammad Sharif, championed industrial development in Pakistan. His early ventures created jobs, trained craftsmen, and brought dignity to communities through the power of manufacturing.
That tradition continues today. While our core operations are based in Saudi Arabia, we remain actively engaged in supporting local livelihoods in Pakistan through community-driven development efforts tied to our broader business ecosystem.

Sharif Trust:
One of the most significant embodiments of this philosophy is the Sharif Trust, a charitable, non-profit foundation established in 1995 with the mission of expanding access to healthcare, education, and human development. Under this trust, a network of institutions was developed to meet the critical needs of underserved populations not just through charity, but through structured, sustainable development.

Sharif Medical City
At the heart of this legacy stands Sharif Medical City, a 500-bed tertiary care hospital in Lahore, Pakistan, and one of the region’s most comprehensive non-profit healthcare facilities. Operated under the Sharif Trust, it provides quality care to thousands of patients annually, many of whom are from low-income or rural communities.
The hospital offers advanced diagnostic, surgical, and therapeutic services across various specialities, including cardiology, nephrology, orthopaedics, oncology, and internal medicine. Its operating model focuses on affordability, strongly emphasising subsidised and charitable care, ensuring that no patient is turned away due to financial constraints.
Sharif Medical City also conducts community medical camps, blood drives, and mobile health outreach programs, particularly in underdeveloped regions, extending its care far beyond its physical campus.

Sharif Medical and Dental College:
Complementing the hospital is the Sharif Medical and Dental College, established to cultivate future leaders in medicine. Sharif Medical and Dental College is a premier institution affiliated with the University of Health Sciences (UHS), Lahore. The college provides internationally aligned undergraduate education in MBBS (Bachelor of Medicine and Surgery) and BDS (Bachelor of Dental Surgery).
With a rigorous curriculum, experienced faculty, and access to real-world clinical training at Sharif Medical City Hospital, the college equips students with the technical skills and the human-centered approach needed for ethical and practical healthcare.
It is also committed to gender inclusion, offering male and female students equal opportunities. It has produced thousands of practising doctors and dentists serving across Pakistan and abroad.

Sharif Postgraduate Medical Institute:
The Sharif Postgraduate Medical Institute (SPGMI) for advanced medical education and specialized training offers recognized residency and fellowship programs in internal medicine, surgery, gynaecology, radiology, and anesthesiology.
SPGMI is approved by the College of Physicians and Surgeons Pakistan (CPSP) and is central to improving Pakistan’s clinical capacity. The institute also promotes research in evidence-based medicine, hosting regular workshops, symposia, and journal clubs to foster continuous professional development. Its graduates go onto become specialist consultants in hospitals throughout Pakistan and abroad, contributing to the national healthcare infrastructure.

Chairman’s Patient Benevolence Program
As part of Sharif Medical City Hospital’s mission to make healthcare accessible for all, the Chairman’s Patient Benevolence Program provides completely free treatment to financially disadvantaged patients. Since its inception, the program has supported a multitude of patients, covering treatments ranging from essential surgeries and dialysis to long-term oncology and cardiac care. Quietly delivered but deeply impactful, the program reflects the values on which our institutions were built compassion, dignity, and a duty to serve.
Sharif Education Complex:
The Sharif Education Complex addresses education beyond healthcare, offering primary, secondary, and higher education to boys and girls from diverse socio-economic backgrounds. The schools operate under a non-profit model, ensuring accessible, high-quality education in urban and peri-urban settings. The complex emphasizes academic excellence, moral education, and civic engagement, encouraging students to become socially responsible and self-reliant members of society. A strong focus on science, technology, and character development reflects the founder’s belief that education is the cornerstone of national strength.
Scholarships are routinely awarded to deserving students, and many graduates enrol in engineering, medical, and business programs at top universities in Pakistan and internationally.
Empowerment as a Lifelong Commitment
Together, these institutions have delivered thousands of scholarships, trained hundreds of medical professionals, created jobs, and improved the region’s public health and literacy outcomes. Their ongoing operations are a testament to our enduring belief that industry must serve society, in structure, scale, and permanence.
While Al Tilal Steel leads the next chapter of this mission in Saudi Arabia by empowering local workers, sourcing domestically, and supporting national development our roots in Pakistan remain strong. We continue to support these initiatives, bridging two nations through a shared philosophy: that strength, whether forged in steel or service, must begin with responsibility.
